Development of Asset Management Plans for VicTrack Within The Telecommunications Network

Holistic Asset Management (HolisticAM) was engaged by VicTrack for the development of their Asset Management documentation to meet ISO 55001 Standards.  The objective of the project was to develop a documentation framework for the Asset Management Plans (AMPs) in the complex Telecommunications environment in alignment with the requirements of ISO 55001.

HolisticAM mobilised their Lead Asset Management Specialist on the project. In establishing the document hierarchy and structure, HolisticAM not only was able to deliver upon the asset management documentation sought by the client, but ultimately provided a roadmap for achieving compliance with ISO 55001.

CLIENT OVERVIEW 

VicTrack is the Victorian Governments special purpose vehicle that owns all of the state’s rail assets including telecommunications.  In addition to the ownership and management of the State’s assets, VicTrack’s telecommunications arm is the second largest owner of telecommunications infrastructure in the state and is a licenced carrier that provides telecommunications services to the entire transport and government section as well as select clients.

THE CHALLENGE

VicTrack’s Telecommunications business aspires to be certified to ISO55001. To initiate the process, VicTrack faced these challenges:

  • AMPs needed to be developed;
  • The telecommunications business is a highly complex environment with a mix of customer products, defined services and network platforms that are used interchangeably;
  • Traditional asset management document structures do not work well in this complex environment and it has been difficult to establish a documentation structure.

As a result, the new structured asset management approach was needed to understand the current Asset Management System (AMS) and determine the most effective way to improve asset performance, which eventually achieves the desired outcomes of the organisation.

THE SOLUTION

HolisticAM offered asset management services in the following way:

  • Establishment of a document hierarchy and structure;
  • Development and delivery of AMPs.

An asset management specialist assessed all current existing documentation and consulted with key stakeholders to understand the environment and key issues within establishing the required document structure and AMPs.

Leveraging of previous work the client had done in the space, HolisticAM was able to establish an agreed documentation structure that would simply the complexities of the business while effectively manage all key stakeholders.

Upon establishment of the document structure, work commenced on delivering on the documentation that would form the core of the AMS going forwards.

THE RESULTS

    HolisticAM was able to successfully work within the time and budget constraints to deliver on the client’s request.  Including:

    • Outline of AMS Document Hierarchy;
    • Establishment of Document Structure for AMPs;
    • Delivery of AMPs and their variants.
